Steve Neff is the Founder and CEO of Neff Strategies.

A seasoned trial attorney and former Assistant United States Attorney, Steve brings over three decades of legal experience to his consulting work. He is known nationally for his thought leadership in criminal law, trial advocacy, and mentorship, and he regularly speaks on topics ranging from constitutional law and policing practices to substantive law issues including fraud, corruption, terrorism, gun and drug crimes, violent crimes, and child exploitation/human trafficking all the way to important athletic Player Development topics and the intersection of sports and law.

He spearheaded countless investigations, collaborating with federal, state, and local law enforcement agencies to bring hundreds of criminal defendants to justice.

In addition to his legal expertise, Steve can be found in the Davidson College sports record book from his college football playing days as a cornerback, and he has coached football at every level from college to youth football. Additionally, he spoke and coached at the National Scouting Combine in 2024 and 2025. His popular #FootballAndForensics series on LinkedIn reflects his unique ability to draw lessons from the football field and apply them to high-stakes legal environments.

Steve earned his J.D. from the Walter F. George School of Law at Mercer University and his B.A. in History from Davidson College. He is also a 138th Army JAG Corps Officer Basic Course graduate. A natural educator, he’s passionate about helping others understand complex legal concepts in clear, actionable terms. His leadership style blends integrity, grit, and a deep-rooted commitment to service.

Whether he’s mentoring future prosecutors or training sports professionals to recognize and respond to legal risks, Steve is driven by one mission: to prepare others to face adversity with clarity and purpose.

As a federal and military prosecutor, Neff prosecuted hundreds of defendants, including many dozens of jury and bench trials, and scores of contested hearings. He prosecuted every type of federal and military criminal case – from terrorism and national security, corruption, complex multi-million dollar white collar crime matters, capital murder, other homicides, bank robberies, carjackings, child rapists, cartel-connected drug dealers, violent street gangs, white supremacists, civil rights violations, and biker gangs -- all the way to Horse Protection Act cases. The United States Attorney General awarded Neff with the Director's Award for Superior Performance as a Federal Prosecutor, and he received the Meritorious Service Medal and Army Commendation Medal from the United States Army.

As a trainer, speaker, and presenter, Neff has extensive global experience. The Department of Justice detailed Neff to be the Resident Legal Advisor at the U.S. Embassy in Tbilisi, Republic of Georgia, where he acted as the primary legal advisor to the U.S. Ambassador. He was awarded the Meritorious Honor Award from the U.S. State Department. He has developed, trained, and spoken on legal and law enforcement issues from Asia to the Middle East, Eastern and Western Europe, and all over the United States. He helped introduce jury trials into the legal system in the Republic of Georgia and then trained Georgian prosecutors on trial advocacy in an adversarial jury system. The Prosecutor General’s Office, the Ministry of Justice, the Parliament, the Ministry of Internal Affairs (Police), and the Supreme Court of Georgia sought his advice and training on a daily basis for over two years. Neff helped train Georgian police on how to implement legal reforms into practical police tactics and was responsible for training the Georgian judiciary on issues of judicial independence and opinion drafting, including the contribution of a chapter to the Legal Writing Manual for Georgian judges.

He organized and participated in conferences and training sessions for law enforcement, ranging from substantive criminal law issues such as human trafficking and drug distribution to interviewing and search and seizure techniques and issues. He traveled from Azerbaijan to the Hague and places in between to give presentations and trainings on various legal and law enforcement-related topics, and taught about the American criminal justice system everywhere from Beijing to Tbilisi to Chattanooga.

Neff was an adjunct professor at the Tbilisi State School of Law, served as an Instructor for Trial Advocacy courses at the National Advocacy Center (training facility for federal prosecutors), and taught at the Federal Law Enforcement Training Center. He lectured at countless police academies, in-service trainings, and other law enforcement trainings and seminars. He also gave numerous guest lectures at colleges and universities in East Tennessee.

Steve Neff is more than an accomplished and award-winning U.S. federal prosecutor. He is a former Army JAG officer and Resident Legal Advisor with a 30-year career as a prosecutor and legal advisor to military generals and a U.S. Ambassador. Steve Neff also brings decades of hands-on experience as both an athlete and coach to his work with players, teams, and sports organizations.

A four-year letterman in football at Davidson College, he led the team in multiple defensive categories and still ranks second in school history for career fumble recoveries. After his playing days, he transitioned into coaching, beginning with defensive backs at Davidson before taking on high school coaching roles in Ohio, Virginia, Tennessee, and Georgia.

Throughout his coaching career, Neff has worked with athletes at every level — from youth sports to college and future pros — mentoring players on and off the field. While serving as an Assistant U.S. Attorney, he continued coaching wide receivers and defensive backs at two different local high schools, where several of his players earned all-conference recognition.

Neff has also contributed his expertise to the National Scouting Combine, where he mentors athletes and delivers impactful presentations on player development. He was praised for his passion, clarity, and commitment to athlete well-being. Known as a technician and thoughtful strategist, he is respected for both his football acumen and his ability to connect with players.

With a unique blend of coaching experience, legal insight, and military discipline, Neff offers a rare perspective on leadership, team dynamics, and athlete development—both on the field and beyond.

Mary, M.Ed. (Old Dominion University) is the Chief Financial Officer and Co-Owner of Neff Strategies, where she applies a disciplined, analytical mindset shaped by a B.A. in Economics from the University of Illinois and a decade of service as a U.S. Air Force officer. As an active-duty USAF Captain, she was a Section Commander in a squadron of aircraft mechanics, an assignments personnel officer, and Chief of Military EO at the U.S. Air Force Academy. With over 20 years of experience in education, she has taught mathematics, designed curricula, and managed complex scheduling systems in multiple educational institutions and was recognized as Teacher of the Year. With her Master’s Degree in Education, she and is known for her strategic thinking, operational precision, and dedication to empowering others. Her leadership ensures sound financial planning and structural integrity across all firm areas.

Laura Barnes,
WELLNESS DIRECTOR

Laura, MA (Bryan College) is the Wellness Director and Trainer at Neff Strategies, bringing expertise in mental health, music, and elite athletics. She holds a Master’s Degree in Human Services with a Lifespan Development focus and a Bachelor’s Degree in Piano Pedagogy from Bryan College. A Master’s Behavioral Science Counselor at Bledsoe County Correctional Facility, she specializes in complex mental health cases and integrates music therapy into her practice. A decorated martial artist recently selected for the 2025 United States National Martial Arts team slated to compete in the World Championship, and a former international gymnast, Laura is a two-time Isshinryu Karate Grand National Champion and kickboxing fighter, combining discipline and compassion to lead Neff Strategies' wellness initiatives.

    Olivia is a U.S. Army veteran and partner at ZFIS with over 10 years of experience as an intelligence analyst and investigator, specializing in protective intelligence, threat assessments, and global investigations. With experience spanning military intelligence as a SIGINT analyst, corporate security, and dark web operations, she delivers proactive, high-integrity solutions to safeguard clients worldwide from emerging risks and unseen threats. She is a licensed Professional Investigator with the Texas Department of Safety. She is skilled at cyber security and personal information protection measures. In her role at ZFIS, she conducts detailed background and incident investigations. She is also a highly sought-after trainer on issues of cyber privacy and hygiene, social media threats and online exposure, and travel security.

  • Ralph Arnauts

    Ralph is a U.S. Army veteran and partner at ZFIS who brings over 8 years of experience in protective intelligence and community safety as a key leader at ZFIS. He served in the Army in the 101st Airborne Division and the 25th Infantry Division. He specializes in proactive threat detection, dark web investigations, and collaborative risk mitigation. His strategic insight and commitment to integrity help safeguard clients from emerging and complex global threats, and he is skilled at cyber security measures. In his role with ZFIS, he engages in detailed background and incident investigations and is an accomplished trainer on issues relating to threat assessments, cyber security and counter measures, and healthy social media practices.

  • Bradford Banta

    Bradford had a successful 11-year career in the National Football League as a tight end/long snapper with several NFL teams. before taking on other roles in football including coaching in the NFL with the Saints, Commanders, and Lions, where he guided elite special teams units and developed numerous players. He has also served as a player personnel analyst with the University of Michigan football program and currently works as the Officiating Supervisor with the UFL and as an on-air TV football analyst. He is an accomplished professional with over two decades of leadership experience across the NFL, collegiate athletics, healthcare, and media. Bradford also has extensive experience in finance, organizational leadership in health care, and training top tier athletes. He has a B.A. in Communications from the University of Southern California with a Professional Governance Certificate from UT Dallas. He actively serves on advisory councils and nonprofit boards, leveraging his diverse expertise to drive strategic growth, performance, and mentorship.

  • Scott Barker

    Scott is a retired FBI Special Agent with over 37 years of experience in law enforcement. He coordinated and led numerous investigations into public corruption, civil rights violations, violent crimes, white collar crimes and extortion, and crimes against children. He was a SWAT team member and Crimes Against Children coordinator with the FBI. Scott was recognized for his leadership in a statewide public corruption investigation that resulted in the prosecution of numerous state senators and representatives. A decorated investigator, he received an award from the DOJ Civil Rights Unit and the Inspector General Award for Excellence, and he was named Knoxville Special Agent of the Year. Scott currently is a licensed Private Investigator in Tennessee.

  • David Baughman

    David is a Senior Fraud Investigator with 26 years in the insurance industry. As a senior investigator specializing in fraud detection for auto, motorcycle, RV, and mobile home claims, he’s identified and disrupted numerous fraud rings, staged accidents, and injury exaggerations. He is a skilled interrogator and renowned for his ability to liaison with local law enforcement agencies. A member of the International Association of Special Investigation Units (IASIU), he’s also certified in Bosch Event Data Recorder Diagnostics and investigative interviewing techniques.

  • Jeff Blanton

    Jeff is a decorated law enforcement leader and former Division I college football player with over 35 years of law enforcement experience across federal, state, and local agencies. A retired FBI Special Agent and SWAT commander, he served in multiple roles as a supervisory senior agent, FBI legal attache coordinating anti-terrorism efforts in Malaysia, and founder of the Safe Streets Task Force in Johnson City. He taught as an adjunct professor at the FBI Academy. One of his complex kidnaping investigations was featured on Dateline. He now serves as Associate Vice President at East Tennessee State University, where he leads public safety innovation, crisis response, and national law enforcement partnerships.

  • Cameron Clark

    Cameron is a results-driven Financial Analyst, high school football coach, and a former Division I college football and track athlete with a passion for performance optimization. He excels at translating complex data into actionable insights and enhancing team dynamics on and off the field. With a track record in analytics and coaching, Cameron brings discipline, adaptability, and a commitment to excellence.

  • Peter Forcelli

    Peter is a retired ATF Deputy Assistant Director, former NYPD homicide detective, and bestselling author of The Deadly Path: How Operation Fast & Furious and Bad Lawyers Armed Mexican Cartels. Over a 35-year law enforcement career, he led major gang investigations, exposed wrongful convictions, testified in the Fast & Furious inquiry, and shaped national firearms enforcement and training strategies. He teaches regularly at the Federal Law Enforcement Training Center. Peter is known for his steady leadership of the investigations into several mass shooting events including the Parkland school shooting and the Pulse Nightclub. He is a survivor of the 9/11 terrorist attacks on the World Trade Center and a regular guest speaker at 9/11 memorials.

  • Paris Gillette

    Paris is a retired federal criminal investigator with 26 years of service in the ATF and U.S. Marshals Service. He was the Resident Agent in Charge and Supervisory Criminal Investigator in the San Francisco ATF office. He led major investigations involving firearms, narcotics, and organized crime, supervised multi-agency teams, and earned top honors for distinguished service. Paris brings deep expertise in federal law enforcement, management, and security operations. He is the recipient of the U.S. Attorney General’s Award for Distinguished Service and the ATF Director’s Award for Distinguished Service.

  • Orlando Gunn

    Orlando, M.S. in Sports Business Management (University of Central Florida) specializes in Player Development as a certified Athlete Life Coach — including athlete transitions, leadership, and mental health/wellness/performance. He was a recipient of the John McClendon Minority Leadership Scholarship in recognition of his community impact and service. Orlando has engaged in impactful work in the NCAA and in professional sports with the Miami Dolphins, Tampa Bay Buccaneers, and the NBA’s Orlando Magic. He is the co-founder of Camp BEAST, an elite athlete development and leadership experience. A gifted communicator and respected coach of multiple sports, including as a high school coach in Texas 6A football, Orlando has supported over 5,000 athletes. Orlando played college football at LSU and helped the Tigers secure the 2007 BCS National Championship.

  • Jermaine Hampton

    Jermaine is a seasoned football coach and former NFL player with almost two decades of coaching experience at the high school, collegiate, and professional levels. He has served as a head coach, defensive coordinator and assistant head coach across multiple professional football leagues and is known for his expertise in player development, recruiting, and defensive strategy. He is a regular coach and contributor to the National Scouting Combine and to USA Football, and he is a member of the National Football League Players Association.

  • Neil Harper

    Neil, Ph.D. in Leadership (Criminal Justice Emphasis - University of Cumberlands), D.Min., M.Div., and M.S. in Explosives Technology, has 30 years of law enforcement experience and is an experienced educator and scholar in criminal justice, ethics, and leadership. He is a retired Lieutenant Colonel in the U.S. Army Military Police and was awarded the Bronze Star. With diverse teaching roles and significant law enforcement experience, including as a retired Senior Special Agent for the ATF, he specializes in criminal justice administration and interdisciplinary leadership. He was instrumental in creating a dynamic criminal justice undergraduate and Master’s Degree program in his role as a Professor at Bryan College. As an ATF Special Agent, Neil was a Certified Explosives Specialist, a Firearms Instructor, and an Expert in Digital Forensics.

  • Paul Healy

    Paul is a decorated Navy veteran and retired FBI Special Agent with over 37 years of experience in military and federal service. He is a former Surface Warfare and Special Operations Officer and an FBI SWAT sniper. Paul brings proven leadership to high-pressure, mission-critical environments. He led numerous complex investigations involving violent crime and street gangs, transnational drug trafficking organizations, fraud, and human trafficking and child exploitation. He is skilled in advanced interview & interrogation techniques, and threat assessment and risk mitigation. Paul currently serves as a district security officer for the United States Marshals Service and oversees dignitary protection operations and conducts threat assessments and implements risk mitigation strategies for federal facilities and personnel.

  • Van Hinton

    Van, Ph.D. in Ministry Leadership (Liberty University), M.S. in Leadership (Belhaven University) is an Army veteran and decorated retired Captain of the Hamilton County Sheriff’s Office with over 33 years in law enforcement. A skilled narcotics investigator who spent 15 years on DEA Task Forces, he later served as the supervisor Lieutenant over the Narcotics and Special Operations Division. Van was recognized on many occasions as an expert witness on narcotics in both federal and state courts. He was awarded with the NAACP Civil Service Award. A trusted community advocate and reform leader, he’s known for mentoring youth, leading policing initiatives, and championing ethical leadership and public safety innovation.

  • Gary Humble

    Gary, J.D. (Memphis State University), is a retired Federal Prosecutor who worked for over 30 years for the United States Department of Justice and prosecuted hundreds of defendants and over 100 jury trials — including several high profile public corruption cases and numerous complex fraud matters. He currently maintains a private practice as an attorney who has successfully represented many clients that have been the subject of federal and state criminal investigations. He also serves as the Municipal Judge for the town of Signal Mountain, TN and has held his position since 2018.

    ** Although Neff Strategies does not create attorney-client relationships with its clients, Gary is available in his personal capacity to represent individual clients if you have the need for personal legal representation.

  • Scott Kennedy

    Scott is a retired criminal investigative Special Agent with the United States Internal Revenue Service who served with the IRS for over 31 years. He is also a Certified Public Accountant. During his career, he investigated sophisticated fraud and Ponzi schemes, money laundering, terrorist financing, illegal telemarketing and food stamps schemes, embezzlement, and financing of criminal enterprises such as large-scale drug trafficking organizations. His efforts resulted in the recovery of millions of dollars of assets for victims of fraud. He taught at the Federal Law Enforcement Training Center and conducted trainings for other law enforcement organizations, CPAs, and various universities. Additionally, he has been a lead firearms instructor and use of force instructor. Scott has also worked as a private senior staff accountant.

  • David Kukura

    David is a retired FBI Special Agent with 33 years of experience. A Certified Public Accountant (CPA) and Certified Fraud Examiner (CFE), he is an expert white collar crime investigator. During the course of his FBI career, he has worked virtually all of the FBI's vast investigative programs, such as narcotics, kidnappings, terrorism, bank robberies, and crimes against children. However, Dave's primary investigative responsibilities were public corruption, financial crimes and fraud, such as bank fraud, money laundering, embezzlement, internet scams, and investment schemes.  Dave received the U.S. Attorney's Office Law Enforcement Officer of the Year award for his work on an insider trading investigation. After the 9/11 terrorist attacks, Dave was assigned to the Terrorist Financing Operations Section at FBI headquarters; and after the July 2015 terrorist attack in Chattanooga, he was placed in charge of the financial portion of that investigation.

  • Miller Leonard

    Miller, J.D. (University of Missouri), is a seasoned trial attorney with over two decades of experience in criminal and civil law, including federal prosecution and defense, as well as complex civil litigation matters. He currently serves as an Assistant District Attorney in Tennessee and has worked as a prosecutor, defense attorney, judge, and legal educator. He has tried many dozens of jury trials — including first degree murder cases and complex civil cases. While working as an associate attorney in a Missouri law firm, one of his clients was the Kansas City Chiefs. Miller has also made numerous presentations on everything from trial practice issues to legal ethics and also authored a book titled, How to Get a Job After Law School. He is AV-rated and a Super Lawyers selectee.

    ** Miller’s role with Neff Strategies is limited to acting as a training adjunct, and he will contribute solely to legal and law enforcement training sessions but not specific investigations.

  • James Melia

    Jim, M.PS in Homeland Security (Penn State University), is a retired FBI Special Agent and founder of James River Investigative Solutions. He has over 25 years of federal and military law enforcement experience. A skilled interrogator with deep expertise in fraud detection, crisis response, and financial crimes, he led task forces in high-stakes investigations. Jim has expertise in Pandemic Fraud and Title IX/sexual assault defense investigations. He was an adjunct Instructor at the FBI Academy and received national recognition from the FBI Director for his leadership on child abduction response teams. He served as the Hostage Negotiations Coordinator for 2 FBI field offices. Jim is also a decorated combat Army veteran and co-founder of the Wounded Warrior Project. He is a recipient of the John B. Noftsinger Alumni Award for Public Service Excellence.

  • Scott Payne

    Scott is a retired FBI Special Agent and New York Times bestselling author of Codename: Pale Horse: How I Went Undercover to Expose America’s Nazis. With over 25 years in law enforcement, he was a SWAT team operator and FBI undercover coordinator who specialized in undercover operations, gang investigations, and tactical training. He is recognized for his expertise in undercover operations that disrupted and dismantled major criminal enterprises such as domestic terrorism, public corruption, and large scale narcotics trafficking organizations. He has trained thousands of state and local law enforcement agents and recently appeared on the Joe Rogan Podcast and the Glenn Beck Program. His YouTube interview with Business Insider has exceeded 8 million views … and counting.

  • Bill Petoskey

    Bill, M.S. in Emerging Infectious Diseases (Georgetown University), is a retired FBI Special Agent with 23 years of service, specializing in terrorism, weapons of mass destruction, and criminal investigations. He led a Joint Terrorism Task Force, managed WMD programs, and served as Regional Assistant Legal Attaché at the U.S. Embassy in Tbilisi, (Republic of) Georgia. He conducted joint investigations with foreign law enforcement agencies across Europe and Eurasia and delivered crisis response training to law enforcement partners and other entities all over the globe. Bill serves as a Senior Instructor with Northfield Global teaching crisis response.

  • Perry H. Piper

    Perry, J.D. (University of Tennessee), is an award-winning trial lawyer with over three decades of experience on both sides of the courtroom. As a federal prosecutor for 25 years, he was twice awarded by the U.S. Attorney General with the Director’s Award for Superior Performance by a Federal Prosecutor. With over 150 jury trials under his belt as a prosecutor, federal public defender, state public defender and now as a private defense attorney, his court experience is unmatched. He has tried virtually every kind of criminal case imaginable and has also been extensively involved in training other prosecutors and police. Detailed by the United States Department of Justice to Afghanistan for a year, Perry was instrumental in stabilizing the rule of law, and he has taught all over the globe — from local police departments to foreign governments. He is revered for his willing and selfless mentorship of young lawyers. As a Navy veteran, he served on the nuclear submarine, the U.S.S. Lapon. Currently he represents clients charged with crimes in federal and state courts — as well as other kinds of legal matters — as the founder of The Piper Law Firm.
